Re-issuing entry and exit permits for stateless people residing in Vietnam
Immigration Department, Ministry of Public Security.
+ In person: submit the application directly at the headquarters of the Immigration Department.
+ Online: submit an online application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
+ Postal service: submit additional documents via public postal service according to the announcement of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
Step 1: Prepare dossier according to the provisions of law.
Step 2: Submit your application at office hours on weekdays at one of the two headquarters of the Immigration Department - Ministry of Public Security:
+ No 44-46 Tran Phu street, Ba Dinh district, Hanoi city.
+ No 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
Or submit an online application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send additional documents via the public postal service according to the announcement of the Immigration Department on the National Service Portal. or the Public Service Portal of the Ministry of Public Security (if any).
* Dossier receiving officer shall check the legality and content of dossiers:
+ If the application is complete and valid, the application shall be received, then print and issue an appointment paper; request payment, fee collector collect money and hand over the receipt to the applicant or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security so that the applicant can pay online and receive an electronic receipt.
+ If the dossier is incomplete or invalid, the dossier receiving officer shall guide or notify it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to complete.
+ In case the dossier is not eligible, the dossier shall be refused, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
* In case of online application, the applicant for re-issuance of the entry and exit permit can request to receive the results by postal service and must pay the delivery service fee.
* Time to receive documents: From Monday to Saturday morning (except New Year's Day, public holiday).
Step 3: Return the result:
+ The person who comes to receive the results will directly receive the results at the Immigration Department; When you come to receive the results, bring an appointment letter to return the results, identification documents for checking and comparison. In case of request to receive results via postal service, follow the instructions of the postal service provider.
+ In case of disapproval of re-granting entry and exit permit, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
+ Time to return results : From Monday to Friday every week (except New Year’s Day and public holidays).

+ 01 Declaration for issuance and re-issuance of entry and exit permits (Form NC14 ).
+ 02 recent photos, size 4cm x 6cm, white background, face straight, head bare, without colored glasses (01 photo glued to the declaration, 01 photo separated).
+ A copy of the permanent residence card enclosed with the original for comparison for the person who has been granted a permanent residence card.
+ A written report on the period of temporary residence in Vietnam, certified by the police of the commune, ward or town where the stateless person temporarily resides, in case the person who has not yet been granted a permanent residence status.
+ The entry and exit permit has been issued for the case of re-issuance because the entry and exit permit is damaged.
+ Loss report for the case of requesting re-issuance of the entry and exit permit due to loss (no certification of the competent authority of the place of loss is required).
In case of online submission, the issued entry and exit permit (in case of re-issuance due to damaged entry permit) must be sent via the public postal service to the receiving authority; Other content of the dossier must be authenticated electronically according to regulations. If not, the application shall be sent to the receiving authority via the public postal service
+ Having a permanent residence card issued by the Immigration Authority of Vietnam, in case the permanent residence card has not been approved, a written explanation of the time of temporary residence in Vietnam, which is certified by the police of commune, ward or township where stateless people temporarily reside, is required.
+ Do not have passport or in lieu of passport document issued by a foreign competent authority.
+ Not falling into one of the cases of being suspended from exit according to the provisions of Vietnamese law.
+ The Law on Foreigners’ entry into, exit from, transit through and residence in Vietnam (Law No. 47/2014/QH13 dated June 16, 2014); was amended and supplemented in 2019 (Law No. 51/2019/QH14 dated November 25, 2019).
