Issuing entry and exit permits for stateless people residing in Vietnam
Immigration Department, Ministry of Public Security
+ In person: submit the application directly at the headquarters of the Immigration Department.
+ Online: submit an online application via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
+ Postal service: submit additional documents via public postal service according to the notice of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
Step 1: Prepare dossier in accordance with the law.
Step 2: Submit your dossier at office hours on working days of the week at one of the two headquarters of the Immigration Department - Ministry of Public Security:
+ No 44-46 Tran Phu street, Ba Dinh district, Hanoi city.
+ No 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
Or submit via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send additional documents via the public postal service according to the notice of the Immigration Department on the National Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
* Dossier receiving officer shall check the legality and content of dossiers:
+ If the application is complete and valid, the application will be received and then a receipt will be printed and handed over to the applicant; request to pay fees to fee collector. The fee collector collects the money, hands over the receipt to the applicant or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to pay online and receive electronic receipt.
+ If the dossier is incomplete or invalid, dossier receiving officer shall guide the applicant or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to complete.
+ In case the dossier is not eligible, the dossier shall be refused, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
* In case of online application, applicants can request to receive the results by postal service and must pay a delivery fee.
* Time to receive documents: From Monday to Saturday morning (except New Year's Day, public holidays).
Step 3: Return the result:
+ The applicants directly receive results at the Immigration Department. When applicants come to receive the results, bring the receipt, personal identification documents, receipts of money collection for verification. In case of request to receive results via postal service, follow the instructions of the postal service provider.
+ In case of disapproval of granting entry and exit permit, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
+ Time to return results: From Monday to Friday every week (except New Year’s Day and public holidays).

* Content:
+ 01 application form for issuance and reissuance of entry and exit permits (Form NC14).
+ 02 recent photos, size 4cm x 6cm, white background, straight look, head bare, without colored glasses (01 photo glued to the application form, 01 photo left separated).
+ A copy of the permanent residence card enclosed with the original for comparison for the person who has been granted a permanent residence card.
+ A written report on the period of temporary residence in Vietnam, certified by the police of the commune, ward or town where the stateless person temporarily resides, for the person who has not yet been granted a permanent residence permit.
In case of online submission, the application contents must be authenticated electronically according to regulations, in case the dossier has not been authenticated electronically, the dossier must be sent to the receiving agency via the public postal service.
+ Having a permanent residence card issued by the immigration management offices of Vietnam, in case the permanent residence card has not been resolved, a written explanation of the time of temporary residence in Vietnam, certified by the police in commune, ward where stateless people temporarily reside.
+ No passport or passport replacement document issued by a foreign competent authority.
+ Not falling into one of the cases of being suspended from exit according to the provisions of Vietnamese law.
+ The Law on Foreigners’ entry into, exit from, transit through and residence in Vietnam (Law No. 47/2014/QH13 dated June 16, 2014); was amended and supplemented in 2019 (Law No. 51/2019/QH14 dated November 25, 2019).
+ Circular No. 31/2015/TT-BCA dated July 6, 2015 of the Ministry of Public Security guiding the issuance of visas, temporary residence cards, entry and exit permits, settlement of permanent residence for foreigners in Vietnam.
+ Circular No. 25/2021/TT-BTC dated April 7, 2021 of the Ministry of Finance regulating the collection, payment, management and use of fees and charges in the field of exit, entry, transit and residence in Vietnam.
