To submit dossier online through The electronic transaction page of the Immigration Portal or the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (with an electronic signature in accordance with the Law on Electronic Transactions)

Step 1: The agency or organization that invites and guarantees to access the Immigration Portal (with the Vietnamese domain name is “https://www.xuatnhapcanh.gov.vn”, in English it is “https: //www.immigration.gov.vn”) or the National Public Service Portal, the Public Service Portal of the Ministry of Public Security, use the provided electronic account to log in to the declaration to enter the information of foreigners according to the fields requested information on The electronic transaction page of the Immigration Portal or the National Public Service Portal, the Public Service Portal of the Ministry of Public Security.

Step 2: Agencies or organizations that have electronic signatures in accordance with the Law on Electronic Transactions use electronic signatures to confirm the requested information.

Step 3: Submit dossier:

- After using the electronic signature to confirm the requested information and pay the fee to notify the overseas visa-issuing authority of Vietnam (if requesting to notify the visa-issuing authority of Vietnam abroad to issue the visa), the system automatically pushes the data to the Immigration Department.

- Time to submit dossier: 24 hours/07 days.

Step 4: Get the result:

- Agencies or organizations access the electronic transaction page of the Immigration Portal or the National Service Portal or the Public Service Portal of the Ministry of Public Security to check the settlement results, in case they are permitted to enter the country, notify foreigners to carry out procedures for receiving visas at Vietnam's visa-issuing agencies abroad or to carry out procedures for receiving visas at international border gates.

- Working time: from Monday to Friday every week (except Lunar New Year holiday and public holiday).

+ No more than 05 working days from the date of receipt of complete dossiers in case foreigners receive visas at Vietnam's visa-issuing agencies abroad.

+ No more than 03 working days from the date of receipt of complete dossiers for foreigners who receive visas at international border gates specified at Points a, b, c, d, Clause 1, Article 18 of Law No. 47/2014/QH13 dated June 16, 2014.

+ No more than 12 working hours from the date of receipt of complete dossiers for cases receiving visas at international border gates specified at Points đ, e, Clause 1, Article 18 of Law No. 47/2014/QH13 dated June 16, 2014.

+ Dossier contents: Official letter requesting approval and inspection of foreign personnel on entry (NA2).

+ Before carrying out procedures to invite and guarantee foreigners to enter Vietnam, agencies and organizations need to send a written notice to the Immigration Department, the Ministry of Public Security, enclosed with the following documents: Certified copy of the license or decision of the competent authority on the establishment of the organization; document introducing the seal, signature of the authorized person of the organization.

+ Foreigners, Vietnamese holding foreign passports are not granted permission to enter Vietnam if they are "not allowed to enter" according to the provisions of Vietnamese law.

+ Having an electronic account issued by the Immigration Agency.

+ Electronic signatures in accordance with the Law on Electronic Transactions.
