Visa issuance for foreigners in Vietnam (Immigration Division of provincial police)

+ In person: submit the application directly at the headquarters of the Immigration Department.
+ Online: submit an online application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
+ Postal service: submit additional documents via public postal service according to the notice of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
Step 1: Preparing a dossier in accordance with the law.
Step 2: Submit your dossier
* Agencies and organizations, individuals, Vietnamese citizens and foreigners lawfully residing in Vietnam, directly submit at office hours on working days of the week at Immmigration Office of Provincial-level Police or submit via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send additional documents via the public postal service according to the notice of the Immigration Office on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
* Dossier receiving officers shall check the legality and contents of the dossier:
+ If the application is complete and valid, the application will be received, and then a receipt will be printed and handed over to the applicant; request to pay fees to fee collectors. The fee collector collects the money, hands over the receipt to the visa applicant or announces it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the visa applicant to pay online and receive electronic receipt .
+ If the dossier is incomplete and invalid, officers shall guide the applicant or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant to complete.
+ In case the dossier is not eligible, officers shall refuse the dossier, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
+ In case, the dossier is submitted via the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, which belong to the authority of Immigration Department, transfer the information to Immigration Department and notify the submitter.
* In case of online application, visa applicants can request to receive results by postal service and must pay a delivery fee.
* Time to receive documents: From Monday to Saturday morning (except New Year's Day, public holiday).
Step 3: Receive the result:
+ Visa applicants directly receive results at the Immigration Department, Ministry of Public Security ; When coming to receive the results, bring the receipt, personal identification papers, receipts of money collection for verification. In case of request to receive results via postal service, follow the instructions of the postal service provider.
+ In case the visa has not been granted, a written reply or notice on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security shall be clearly stated.
+ Time to return results : From Monday to Friday every week (except New Year's days and public holidays).

+ Single entry Visa: 25 USD / visa
+ Imultiple entry visas:
valid for not more than 03 months: 50 USD/visa
valid for more than 3 months to 6 months: 95 USD/visa
valid for more than 6 months to 12 months: 135 USD/visa
valid for more 12 months to 2 years: 145 USD/visa
valid for more than 02 years to 05 years: 155 USD/visa
Visa for people under 14 years old (regardless of duration): 25 USD/visa
+ Transfer the validity of visa, temporary residence card, valid temporary residence period from the old passport to the new passport: USD 5 / visa
+ Transfer visa validity, valid temporary residence period from visa on separate piece of papers (with no space for staming: entry stamp, exit stamp temporary residence certification, temporary residence extension) to new visa on separate piece of paper: 5 USD/ visa

+ Contents: Application form for visa application, supplementation, amendment and extension of temporary residence (Form NA5).
If the application is submitted online, the passport or international travel documents must be sent via the public postal service to the receiving agency; Other contents of the dossier must be authenticated electronically according to regulations. If not, the application shall be sent to the receiving agency through the public postal service.
+ Agencies or organizations that apply for visa, supplementation, amendment of visas or extension of temporary residence for foreigners or Vietnamese holding foreign passports already have dossiers as prescribed in Clause 2, Article 16 of the Law on foreigners’ entry into , exit from, transit through, and residence in Vietnam at Immigration Department – Ministry of Public Security in accordance with the Law 47/2014/QH13 dated June 16, 2014.
+ Foreigners, Vietnamese holding foreign passports hold valid passports with visas (except for cases of visa exemption), temporary residence certification issued by Vietnamese competent authorities, residing in Vietnam and not in the category of " not allowed to enter Vietnam " or not subject to "exit suspension".
+ Vietnamese citizens request visa issuance, supplement or modification of visas or extension of temporary residence for foreigners, Vietnamese citizens holding foreign passports who are grandparents, fathers, mother, wife, husband, child, brother, sister of a foreigner, Vietnamese citizens holding a foreign passport (producing documents proving the relationship) according to the provisions of Clause 1, Article 45 of the Law on foreigners’ entry into , exit from, transit through, and residence in Vietnam.
+ The Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam (Law No. 47/2014/QH13, dated June 16, 2014), amended and supplemented in 2019 (Law No. 51/2019/QH14 dated 25/11/2019).
+ Circular No. 04/2015/TT-BCA, dated January 5, 2015 of the Ministry of Public Security, providing forms related to the entry, exit and residence of foreigners in Vietnam.
+ Circular No. 25/2021/TT-BTC dated April 7, 2021 of the Ministry of Finance regulating the collection, payment, management and use of fees and charges in the field of exit from, entry into, transit through and residence in Vietnam.
