Re-issuance of entry and exit permits for stateless people residing in Vietnam
Immigration management agency of provincial-level Public Security.
+ In person: submit the application directly at the headquarters of the Immigration Division of the Provincial Police.
+ Online: submit an online application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
+ Postal service: submit additional documents via public postal service according to the notice of the Immigration Division of the Provincial Police on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
- Order and procedure:
Step 1: Prepare documents according to the provisions of the law.
Step 2: Submit the application file directly during office hours on weekdays at the Immigration Department of the Provincial Police or submit the application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send the additional dossiers to the Ministry of Public Security via the public postal service according to the notice of the Immigration Department on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
* Dossier receiving officers shall check the legality and content of dossiers:
+ If the application is sufficient and valid, an appointment letter will be issued to the applicant for an entry and exit permit; request payment of fees to fee collectors, fee collectors receive the payment and hand over receipts to applicants for re-issuance of entry and exit permits or notify them on the National Public Service Portal or the Ministry of Public Security's Public Service Portal for immigration, and request applicants to pay online and receive electronic receipts.
+ In case the dossier is insufficient or invalid, the officer receiving the dossier shall guide or notify the applicant on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security so the applicant for an entry and exit permit can complete the application.
+ If the application is not eligible, the application shall not be received, reply in writing or notify it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
* In case of online submission, the applicant for re-issuance of the entry and exit permit can request to receive the results by postal service and must pay the delivery service fee.
* Time to receive documents: From Monday to Saturday morning (except New Year's Day, public holiday).
Step 3: Return the result:
+ The person directly receive the results at the Immigration Division of the Provincial Police. When come to receive results, bring an appointment letter along, identification documents for checking and comparison. In case of receiving results via postal service, follow the instructions of the postal service provider.
+ In case of disapproval of re-issuance of entry and exit permits, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
+ Time to return results: From Monday to Friday (except New Year’s Day and public holidays).
Within 03 working days from the date of receipt of complete dossiers, the Immigration Division of the Provincial Police shall consider and transfer the application for re-grant and re-grant of entry and exit permits. The Immigration Department shall consider granting and re-granting the entry and exit permit within 2 working days.

* Contents of dossiers:
+ 01 Declaration for issuance or re-issuance of entry and exit permits (Form NC14).
+ 02 recent photos, size 4cm x 6cm, white background, face straight, head bare, without colored glasses (01 photo glued to the declaration, 01 spare photo).
+ A copy of the permanent residence card enclosed with the original for comparison for the person who has been granted a permanent residence card.
+ An explanation in paper of the time of temporary residence in Vietnam, certified by the police of the commune, ward or town where the stateless person temporarily resides, for the person who has not yet been granted a permanent residence permit.
+ The entry and exit permit has been issued for the case of re-issuance because the entry and exit permit is damaged.
+ Loss report for the case of requesting for re-issuance of the entry and exit permit due to the loss (no certification of the competent authority of the place of loss is required).
In case of online submission, the issued entry and exit permit (in case of re-issuance due to damaged entry permit) must be sent via the public postal service to the receiving agency; Other contents of the dossier must be authenticated electronically according to regulations. If not, the application shall be sent to the receiving agency through the public-utility postal service.
+ Having a permanent residence card issued by the immigration management agency of Vietnam, in case the permanent residence card has not been resolved, a written explanation of the time of temporary residence in Vietnam, certified by the commune police, is required. , ward or township where stateless people temporarily reside.
+ No passport or passport replacement document issued by a foreign competent authority.
+ Not falling into one of the cases of being suspended from exit according to the provisions of Vietnamese law.
