Issuing entry and exit permits to stateless people residing in Vietnam
Immigration Division of the Provincial Police
+ In person: submit the application directly at the headquarters of the Immigration Division of the Provincial Police.
+ Online: submit an online application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security.
+ Postal service: submit additional documents via public postal service according to the notice of the Immigration Department of the Provincial Police on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
Step 1: Prepare documents according to the provisions of law.
Step 2: Submit the application directly at office hours on weekdays at the Immigration Division of Provincial Police or submit the application through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and send to the Ministry of Public Security and supplement additional dossier via the public postal service according to the notice of the Immigration Division of the Provincial Police on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security (if any).
* Dossier receiving officers shall check the legality and content of dossiers:
+ If the application is complete and valid, a receipt will be issued to the applicant for an entry and exit permit; request payment of fees to fee collectors and fee collectors, hand over payment receipts to applicants for entry and exit permits, or notify them on the National Public Service Portal or the Ministry of Public Security's Public Service Portal so that people can apply for an immigration permit, pay online and receive an electronic receipt.
+ In case the dossier is incomplete or invalid, the officer receiving the dossier shall guide or notify it on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security for the applicant for an entry and exit permit to complete the dossier.
+ In case the dossier is not eligible, the dossier shall not be received, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, clearly stating the reason.
* In case of online application, the applicant for an entry and exit permit can request to receive the results by postal service and must pay a delivery service fee.
* Receiving time: From Monday to Saturday morning (except New Year's Day and public holiday).
Step 3: Return the result:
+ The applicant will directly receive the results at the Immigration Division of the Provincial Police. When you come to receive results, bring a receipt to check and compare. In case of request to receive results via postal service, follow the instructions of the postal service provider.
+ In case of disapproval of the entry and exit permit granting request, reply in writing or notify on the National Public Service Portal or the Public Service Portal of the Ministry of Public Security and clearly state the reason.
+ Time to return results: From Monday to Friday every week (except New Year’s days and public holidays).
Within 03 working days from the date of receipt of complete dossiers, the Immigration Division of the Provincial Police shall consider and transfer the application for issuing, re-issuing entry and exit permits to Immigration Department. Immigration Department shall consider issuing, re-issuing the entry and exit permit within 2 working days.

* Profile composition:
+ 01 Declaration for issuance or re-issuance of entry and exit permits (Form NC14).
+ 02 recent photos, size 4cm x 6cm, white background, face straight, head bare, without colored glasses (01 photo glued to the declaration, 01 spared photo).
+ A copy of the permanent residence card enclosed with the original for comparison for the person who has been granted a permanent residence card.
+ A written explanation of the time of temporary residence in Vietnam, certified by the police of the commune, ward or town where the stateless person temporarily resides, for the person who has not yet been granted a permanent residence permit.
In case of online submission, the application components must be authenticated electronically according to regulations, in case the dossier has not been authenticated electronically, the dossier must be sent to the receiving agency through the public postal service.
+ Having a permanent residence card issued by the Immigration agency of Vietnam, in case the grant of a permanent residence card has not been resolved, a written explanation of the time of temporary residence in Vietnam, certified by the police communes, wards or townships where stateless people temporarily reside.
+ No passport or passport replacement document issued by a foreign competent authority.
+ Not falling into one of the cases of being suspended from exit according to the provisions of Vietnamese law.
+ The Law on Foreigners’ entry into, exit from, transit through and residence in Vietnam (Law No. 47/2014/QH13 dated June 16, 2014); was amended and supplemented in 2019 (Law No. 51/2019/QH14 dated November 25, 2019).
+ Circular No. 31/2015/TT-BCA dated July 6, 2015 of the Ministry of Public Security guiding the issuance of visas, temporary residence cards, entry and exit permits, settlement of permanent residence for foreigners in Vietnam.
+ Circular No. 25/2021/TT-BTC dated April 7, 2021 of the Ministry of Finance regulating the collection, payment, management and use of fees and charges in the field of exit, entry, transit and residence in Vietnam.
