Instructions on procedures and components of documents for online public service issuing ordinary passports for Vietnamese citizens
07/07/20231. Subjects of application: Vietnamese citizens can perform the online public service of issuing ordinary passports if they fully meet the following conditions:
- Have a valid 12-digit citizen identification card (with or without electronic chip);
- Registered an account on the National Public Service Portal
- Ability to pay fees online.
2. Passport applicants fill in all information, send portraits, CCCD double-sided photos and related papers as prescribed in Section 2.
3. Papers related to the issuance of ordinary passports in the country, including: Ordinary passports issued last time to those who have been granted passports; in case the passport is lost, it must be accompanied by a lost notice or a notice of receipt of the application from a prescribed competent authority.
4. The application for issuance of a passport for the first time is made at the Immigration Department of the Provincial Police at a convenient place.
5. First-time passport applicants in one of the following cases may choose to apply at the Immigration Department of the Ministry of Public Security:
a) Having a recommendation letter or request from the hospital about going abroad for medical examination and treatment;
b) There are grounds to determine that relatives living abroad have had an accident, illness or death;
c) There is a written request from the agency directly managing the cadres, civil servants, public employees, officers, non-commissioned officers, professional soldiers, workers and public employees in the armed forces, and public servants. work in a cipher organization;
d) For other humanitarian or urgent reasons, decided by the head of the Immigration Department of the Ministry of Public Security.
6. The second application for a passport is made at the Immigration Department of the Public Security of the province where it is convenient or the Immigration Department of the Ministry of Public Security.
7. Within 08 working days from the date of receipt, the immigration management agency of the provincial-level police office shall return the result to the applicant. Within 05 working days from the date of receipt, the Immigration Department of the Ministry of Public Security shall return the result to the applicant. For the case specified in Section 5, the time limit for settlement shall not exceed 03 working days from the date of receipt. In case the passport has not been issued, the Immigration Department shall reply in writing, stating the reason.
8. Passport applicants who request to receive results at a location other than the agency specified in Section 7 must pay a delivery service fee.
